In 1805, Quaker David Hoover discovered the serene beauty along the Whitewater River which meandered gently through what is now Wayne County. Among those who followed were Quakers John Smith and Jeremiah Cox, who settled along what would become Richmond's Main Street. By 1816, Smith and Cox began to divide their land and plat streets. In 1818, the town officially became Richmond.
